Filming and photography location hire
Dossier 9. Testing whether hiring the parcel as a temporary, occasional filming and photography location is a viable, low-impact income stream under the Landscape Conservation Zone.
Evidence base
FACT (site evidence) — parcel facts in docs/research/parcel-facts-51123-1-native.md (title 51123/1, 69.25 ha, 100% LCZ, 100% bushfire-prone).
FACT (brainstorm) — the parcel features diverse TASVEG communities, wet and dry eucalypt forest, heathland, and landslip bands, providing diverse visual character (docs/research/brainstorm-2026-07-08.md).
FACT (council questions) — a question regarding the planning status of temporary filming has been drafted in docs/research/council-question-pack.md (question 2).
Claim table
| Claim | Bucket | Source / note |
|---|---|---|
| Occasional commercial filming is a planning use requiring a permit | TODO | council confirmation required; do NOT assert permit-free |
| Screen Tasmania location-library listing is a viable marketing pathway | TODO | desk research shows they use Reel-Scout; listing requirements unverified |
| Access for crew vehicles may be constrained by track condition | RISK | unverified; one road in, terrain unproven for heavy production vehicles |
| Commercial public liability insurance can cover film crews on a bushfire-prone parcel | RISK | unverified; requires insurance broker read |
| External crews introduce weed-hygiene risks to native vegetation | RISK | unverified; needs wash-down protocols |
| Filming operations increase fire risk on a 100% bushfire-prone parcel | RISK | unverified; equipment and vehicle exhaust near dry vegetation |
| The parcel’s visual diversity holds commercial appeal for productions | ASSUMPTION | brainstorm 2026-07-08 |
Kill tests
- TODO — the planning use gate (cheapest to ask). What would kill it: Huon Valley Council confirms temporary filming is a planning use that is Prohibited, or requires a Discretionary permit process that is too expensive/uncertain for casual hire.
- TODO — the insurance/liability gate. What would kill it: an insurance broker confirms that covering commercial film crews on a 100% bushfire-prone parcel with one access road is uninsurable or prohibitively expensive.
- TODO — Screen Tasmania listing requirements. What would kill it: the location library rejects private, off-grid parcels or requires infrastructure (power, sealed access) that the parcel lacks.
Path to live
- Greenlight threshold — CHOICE — Huon Valley Council confirms the activity is either exempt, ancillary, or has an acceptable permit pathway (kill test #1), AND an insurance broker provides an affordable premium for commercial crew liability (kill test #2).
- Minimum viable version — TODO — list the parcel on the Screen Tasmania location library (or direct outreach to local photographers) for a single, low-impact day shoot.
- First move + trigger — TODO — send the council question pack (including question 2 on temporary filming). Who: founder. Trigger: council’s written response to the planning-use question.
Gates
- Permit: TODO — planning use status (exempt, Permitted, Discretionary, or Prohibited) is unverified.
- Insurance: RISK — commercial liability for crews on a 100% bushfire-prone parcel is unverified.
- Access/Hygiene: RISK — single road access and weed-hygiene protocols require testing before a crew arrives.
Deep-research harvest (2026-07-17)
See nlm-deep-research-harvest-2026-07-17.md (notebook 09). ASSUMPTION — Tasmanian farm/acreage location-hire day-rates run roughly $1,600–$3,100/day on commercial listing platforms, with a direct Cygnet comp (Highland Barn, “from $2,880/day”) — market colour, not a verified rate for this parcel. Standard location-agreement terms (PLI commonly $10–20M, indemnity running production→landowner, 7-day damage notification) sharpen what to ask an insurance broker but don’t resolve kill test #2. New negative finding: the forest media-asset sub-angle (Foley/HDRI/photogrammetry sales) is WEAK — the digital-asset market is price-compressed by near-zero marketplace pricing (Quixel Megascans from $0.99) and free CC0 libraries; not worth pursuing as a separate income line. Screen Tasmania’s listing process remains unconfirmed (source pages were bot-blocked); gallery submission is still an open, low-cost TODO.
Verdict
OPEN — blocked on Huon Valley Council planning-use confirmation (kill test #1) and insurance broker read (kill test #2).
